In order to further promote the development of characteristic industrial clusters of small and medium-sized enterprises and promote the high-quality development of small and medium-sized enterprises, the Ministry of Industry and Information Technology recently issued the Interim Measures for Promoting the Development of characteristic industrial clusters of small and medium-sized enterprises. The main body of the "Measures" consists of five chapters. The first chapter is general, which clarifies the basis, definition, principles and division of responsibilities for the promotion of characteristic industrial clusters of small and medium-sized enterprises. Chapter II Cultivation Requirements, put forward the cultivation direction and implementation measures requirements. Chapter 3 Identification Procedures specifies the procedures for declaration, preliminary examination, reexamination and identification. The fourth chapter is dynamic management, which clearly defines the validity period of accreditation, daily supervision and assessment, review upon expiration, and revocation of accreditation. Chapter 5 Supplementary Provisions, specifying the release subject and release implementation date. The annex stipulates that the identification criteria of clusters must meet the requirements of strong core competitiveness, high-quality small and medium-sized enterprises with remarkable achievements in gradient cultivation, efficient industrial chain supply chain cooperation, strong collaborative innovation ability, obvious digital transformation effect, high level of green development, and development. Eight requirements, including high-level openness and cooperation, strong governance and service capabilities. These measures will come into force on September 13, 2022.
Interim Measures for Promoting the Development of Characteristic Industrial Clusters of Small and Medium-sized Enterprises
Article 1 In order to promote the high-quality development of small and medium-sized enterprises and enhance the level of specialized, characteristic, and clustered development of small and medium-sized enterprises, in accordance with the Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Vision for 2035 "Opinions on Promoting Urbanization Construction with County Towns as Important Carriers" and "The Fourteenth Five-Year Plan for Promoting the Development of Small and Medium-Sized Enterprises", these measures are formulated.
Article 2 The characteristic industry clusters of small and medium-sized enterprises (hereinafter referred to as “clusters”) as mentioned in these Measures shall be located within the scope of county-level divisions, guided by new development concepts, with small and medium-sized enterprises as the main body, with a focus on leading industries, prominent advantages and characteristics, and agglomeration of resource elements. , An industrial cluster of small and medium-sized enterprises with efficient collaboration network, perfect governance services, and strong core competitiveness.
Article 3 The cluster promotion work aims to enhance the core competitiveness of small and medium-sized enterprises, stimulate the vitality of the county economy, improve the resilience of the industrial chain and supply chain and the supporting capabilities of key links, adhere to the complete, accurate and comprehensive implementation of the new development concept, and adhere to government guidance and market leadership. Combined, adhere to the combination of cultivating excellent enterprises and strengthening industries, and insisting on the combination of dynamic management and precise services.
Article 4 The Ministry of Industry and Information Technology is responsible for the macro-guidance and overall coordination of the cluster promotion work, promoting the promulgation of support policies, issuing certification standards, and carrying out certification, supervision and assessment. All provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps SMEs competent authorities (hereinafter collectively referred to as provincial SME competent authorities) are responsible for the cultivation of local clusters, and assist the Ministry of Industry and Information Technology to carry out application acceptance, preliminary examination, Referrals, monitoring and other routine tasks.
Article 5 The Ministry of Industry and Information Technology shall establish a cluster dynamic management and tracking and monitoring mechanism. During the "14th Five-Year Plan" period, about 200 clusters were identified nationwide, and local governments were guided and supported to cultivate a number of provincial-level clusters.
