In order to implement the relevant deployment of the Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept to Do a Good Job of Carbon Peak and Carbon Neutralization, the Action Plan for Carbon Peak by 2030 and the Comprehensive Work Plan for Energy Conservation and Emission Reduction during the "Fourteenth Five Year Plan", guide producers to improve their technological level, urge users to accelerate the elimination of outdated equipment, encourage consumers to expand their consumption of green products and engage in business with relevant parties, The Advanced Level of Energy Efficiency, Energy Conservation Level and Access Level of Key Energy using Products and Equipment (2022 Edition) is hereby issued, and the relevant matters are notified as follows.

1、 Reasonably define energy efficiency level

Referring to the current mandatory national standards for energy efficiency of relevant key energy using products and equipment, and taking into account the technical level and development stage of relevant industries in China, the energy efficiency level of relevant products and equipment is divided into three levels: advanced level, energy-saving level, and access level. The access level is the lowest energy efficiency level threshold for relevant products and equipment to enter the market, and the value is consistent with the current limit value of relevant energy efficiency standards; The energy conservation level is not lower than the current energy efficiency level 2, which is more in line with the requirements of energy conservation and carbon reduction compared with the energy efficiency admittance level products and equipment, and can be transformed into the next stage of the admittance level within 3 to 5 years; The advanced level is no less than energy efficiency level 1, which is the advanced energy efficiency level that the current related products and equipment can reach. The energy efficiency test method of key energy using products and equipment is the test method of the corresponding national standard, and the coverage will be adjusted and supplemented according to the needs of energy conservation and carbon reduction. The advanced level of energy efficiency, energy conservation level and access level of key energy using products and equipment will also be adjusted in a timely manner according to the industrial technological progress and the preparation and revision of energy efficiency standards, so as to continuously promote the improvement of energy efficiency of key energy using products and equipment.

2、 Promote energy-efficient products and equipment

We will improve government policies related to green procurement and expand the scope of green procurement products. Incorporate energy-saving products into a unified green product system, and accelerate the establishment of a unified green product identification, certification and credit system. State owned enterprises should strengthen the energy efficiency management of the industrial chain supply chain, take the lead in implementing the green procurement guidelines for enterprises, strengthen the energy efficiency constraints in procurement, and actively purchase energy efficiency advanced products and equipment. Retail enterprises and e-commerce platforms are encouraged to guide consumers to give priority to purchasing energy efficiency advanced products and equipment by setting up special product areas, adding proprietary logos, and issuing green coupons. We will implement preferential policies for energy-saving and water-saving special equipment and project enterprise income tax, encourage enterprises to give priority to the use of energy efficiency advanced products and equipment, and carry out energy-saving and carbon reduction transformation. Support green buildings, ultra-low energy consumption, near zero energy consumption buildings and major transportation infrastructure to improve the application proportion of energy efficiency advanced products and equipment. When introducing policies and measures to promote consumption, local governments should adhere to the green and low carbon orientation, encourage people to purchase products and equipment with advanced energy efficiency by means of subsidies, trade in old products for new ones, and bonus points. In principle, no subsidies should be given to products and equipment with energy efficiency lower than that of energy conservation.

3、 Accelerate the elimination of outdated products and equipment

The competent departments of energy conservation at all levels shall strictly check the energy conservation. Enterprises shall not purchase products and equipment with energy efficiency lower than the admittance level for new construction, reconstruction and expansion projects, new projects with an annual energy consumption of 10000 tons of standard coal or above, and projects supported by financial funds such as investment from the central budget. In principle, the main energy using products and equipment shall not purchase products and equipment with energy efficiency lower than the energy conservation level, Priority shall be given to purchasing equipment with energy efficiency of advanced level. Market supervision departments at all levels should strengthen quality supervision, prohibit the production and sales of products and equipment with energy efficiency lower than the access level according to laws and regulations, and severely crack down on false publicity of energy efficiency level. Energy conservation authorities at all levels, industry and information technology authorities should strengthen energy conservation supervision, guide key energy using units to upgrade and upgrade key products and equipment, and urge enterprises to eliminate old and outdated products and equipment according to law and regulations.

4、 Promote the upgrading of related industries

We will improve the energy efficiency standard system and energy efficiency labeling system, promptly formulate and revise a number of mandatory national standards for energy efficiency of products and equipment, raise the threshold for entry, strengthen energy efficiency constraints, and promote the upgrading of related industries. Increase the support of central budget investment for manufacturing projects of energy-efficient products, equipment and related parts. Strengthen green financial support and encourage financial institutions to provide credit support for relevant enterprises to develop and manufacture energy-efficient products and equipment. Encourage key industrial clusters of energy using products and equipment to study and formulate targeted policies, comprehensively use price, investment, finance and other measures, increase support for relevant enterprises, guide and support enterprises to actively implement technology and process upgrading and improve product energy efficiency.

The above provisions shall be implemented from January 1, 2023. If there are special provisions in relevant product and equipment standards, such provisions shall prevail. All localities should deeply understand and attach great importance to the importance of improving the energy efficiency level of key products and equipment. Proceeding from the actual situation of the region, they should adhere to the system concept, respect the market law, refine the work requirements, strengthen the implementation of responsibilities, actively and orderly promote the upgrading of related industries, promote green consumption, and help to achieve peak carbon neutrality.
